Kigali Cultural Village is a vibrant hub that showcases Rwanda’s rich cultural heritage and traditions. The project is situated on Rebero Hill in Kicukiro District and is intended to contribute to the diversification of Kigali’s tourism attractions. Kigali Cultural Village is described as a traditional market space where local artisans and food vendors can exhibit and trade their products while also hosting events, workshops, festivals and music.

The idea of the Kigali Cultural Village has been part of Kigali’s tourism-development planning for several years. The Kigali Master Plan identified the project as a potential flagship attraction capable of extending the length of stay of international visitors and providing opportunities for special events.

The plan also envisioned the Cultural Village as a way of presenting Rwanda’s cultural and historical heritage while creating opportunities connected to cultural tourism, sports and agro-tourism to people who tour Rwanda.

In 2019, the Rwanda Development Board announced an agreement with Vivendi Group for the development and occupancy of the Kigali Cultural Village. At that time, the project was planned on approximately 30.1 hectares and was intended to showcase Rwanda’s traditional and contemporary arts, biodiversity, nature, traditional lifestyles and history. The initial development concept included entertainment and creative-industry facilities such as a cinema, an open concert area, a food court, children’s activities, recording studios and facilities for training young people in film and other creative fields.

One of the main purposes of the Kigali Cultural Village is to promote and preserve Rwanda’s cultural heritage. Rwanda has a rich cultural tradition expressed through music, dance, crafts, food, storytelling, clothing, visual arts and traditional ways of life. A cultural village in the capital provides a setting in which these forms of cultural expression can be presented to both the locals (Rwandans) and international visitors.

The importance of this cultural village goes beyond tourism. It can provide opportunities for artists, craft producers, performers, designers, cooks, young creative professionals and other cultural entrepreneurs to reach audiences and customers. The local artisans and food vendors are highly identified as important participants in the Cultural Village.

Kigali Cultural Village adds a different experience to Kigali’s tourism sector since it combines cultural presentation with commercial, social and entertainment activities. Visitors can encounter local crafts and food while potentially attending cultural performances, festivals, workshops, concerts or other events.

The Kigali Cultural Village has the potential to contribute to Rwanda’s economy by creating opportunities for employment, entrepreneurship, tourism spending and cultural production. When tourists purchase locally made crafts, food, artworks, clothing or entertainment services, money can circulate among local businesses and creative workers. Kigali Cultural Village can therefore support small enterprises as well as larger tourism and entertainment operators.

The Rwanda Development Board has also linked the project to broader objectives of diversifying Rwanda’s tourism. In 2026, Rwanda Development Board described the Kigali Cultural Village as a strategic public asset intended to diversify tourism, promote Rwanda’s cultural and create a landmark attraction in Kigali.

The Cultural Village can benefit communities by creating spaces where local producers and artists can sell their products directly to customers. Artisans can gain access to tourists and other consumers while performers and creative professionals can obtain opportunities to display their skills. Food vendors can also introduce visitors to Rwandan cuisine and contribute to the cultural experience. Rwanda’s current government programme also emphasizes strengthening the cultural and creative-industry ecosystem, job creation, income generation and the use of existing cultural infrastructure including Kigali Cultural Village/Rebero for arts activities.

Despite its potential, developing a large cultural and entertainment complex presents challenges. The project needs effective management, sustainable financing, attractive programming, strong participation by local cultural practitioners and facilities that remain useful to both residents and tourists. It must also balance commercial activities with the responsibility to represent Rwandan culture accurately and respectfully.

The decision by Rwanda Development Board in 2026 to seek new investors and operators demonstrates the importance of finding a sustainable long-term operating model. The new approach is expected to determine how the site can be developed, repurposed, financed, operated and managed in the future.

Kigali Cultural Village is an important component of Rwanda’s ambition to strengthen cultural tourism and the creative economy. Located on Rebero Hill in Kicukiro District, it is intended to provide a platform for local artisans, food vendors, artists, musicians, performers, entrepreneurs and other cultural practitioners. Its planned combination of cultural, educational, entertainment, recreational and commercial activities gives it the potential to become an important attraction in Kigali.
